Yes, it is best that you submit a county permit if your county requires one. Not all counties require a permit. You will submit the permit to us and we will make sure to file on your behalf. If you miss the deadline to submit your form, then you can still do dust control it just is not protected by any guarantee from the county.

This is a matter of personal preference and how heavily traveled your road is. Most people opt for 2-3 applications for year, once in the spring and once in the early fall and once in the later fall. You can add more application if you feel you need it at anytime.
